Master Plan for Aging Stakeholder Advisory Committees

The Governor’s Executive Order called for the establishment of a Stakeholder Advisory Committee  (SAC) to help develop components of the Master Plan and advise the California Health and Human Services (CHHS) Agency and the Cabinet-level Workgroup on Aging in the development of the Master Plan. The Executive Order also called for the establishment of two Subcommittees: Long-Term Services and Supports (LTSS) and Research. In early 2020, the SAC determined a need for an advisory body that would ensure that an equity-lens was applied to the SAC’s recommendations to the Administration.

Stakeholder Advisory Committee

 

The Stakeholder Advisory Committee (SAC) was comprised of 35 diverse stakeholders with varying expertise and experience whose input informed the work of the California Health & Human Services Agency (CHHS) and the Cabinet-Level Workgroup on Aging. From September 2019 – September 2020, the SAC met nine times to develop a set of formal recommendations to the Administration. The SAC shared its final recommendations to the Administration on October, 15, 2020.

The Long-Term Services & Supports Subcommittee

 

The Long-Term Services & Supports Subcommittee provided input on institutional and home and community -based services long -term services and supports (LTSS), including In-Home Support Services (IHSS); LTSS access and quality; workforce labor supply and retention; family caregivers; information and referral systems; LTSS financing; and recommendations to stabilize LTSS. The LTSS Subcommittee released its report with recommendations to the Administration in March 2020, with an updated version to reflect COVID-19 in May 2020.

Milliman Long Term Services & Supports Feasibility Study

In accordance with the Budget Act of 2019, the California Department of Health Care Services contracted with Milliman, a national actuarial firm, to prepare a feasibility study and actuarial analysis of long-term services and supports financing and services options. From November 2019 through January 2020, Milliman consulted with the state and a number of stakeholders in California, to gather information, priorities, and feedback for this study. The Final Report of the Long-Term Services and Support (LTSS) Feasibility Study prepared by Milliman can be found online.

Research Subcommittee

 

The Research Subcommittee contributed to the development of measurable indicators, with baseline data, goals, and the Data Dashboard for Aging, to measure the states progress on the Master Plan; identified disparities and strategies to measure those disparities; identified local best and promising practices; and identified new research findings with significant impact to the MPA.

MPA Equity Work Group

 

The Equity Work group advised on MPA through an equity lens, in keeping with the MPA vision, mission, and values and the changing demographics of aging. The EWG developed an Equity Tool and Glossary to inform the work of the Stakeholder Advisory Committee, as well as provided final recommendations to the Administration on October 15th, 2020.
