Health Information Exchange (HIE) Archive
In 2009, the federal government invested in helping states stimulate HIE efforts through the Health Information Technology for Economic and Clinical Health Act (HITECH). Under HITECH, the California Health and Human Services Agency (CHHS) was awarded $38.8 million over four years, aimed at supporting efforts necessary to advance HIE across the state. Following are some of the documents produced during that effort.

Model Modular Participant Agreement (MMPA)
The MMPA tool was intended to help reduce the cost barrier associated with the development of individual contract language for organizations seeking to participate in electronic health information exchange. The MMPA was intended to help California health information organizations (HIOs) simplify the contracting process by providing a common baseline reference tool that could be adopted and modified as necessary.
